Biometric Aadhaar Authentication (BAA) will be mandatory for domestic LPG consumers seeking refills at the regulated Retail Selling Price with applicable subsidy from October 1, 2026.
According to the government, the authentication process is aimed at ensuring that subsidised LPG reaches genuine and eligible households and preventing diversion of subsidised domestic cylinders for commercial and industrial use.
As of September 19, 27.43 crore active domestic LPG consumers, or 89.9 per cent of the total, have already completed biometric Aadhaar authentication. These consumers will not need to undertake any further action and their refill bookings will continue as before.
Consumers who have not yet completed the authentication will be able to book subsidised refills at the regulated price once the process is completed.
BAA can be completed during LPG delivery, at the distributor’s showroom or through the mobile applications of the respective Oil Marketing Companies (OMCs).
Indane customers can use the IndianOil ONE app, Bharatgas consumers can use the HelloBPCL app, while HP Gas customers can use the HP PAY app. Consumers can also complete the process themselves from home through these apps.
The government said consumers who are unwilling or unable to complete BAA can continue to receive LPG. However, they will need to register their choice through their OMC’s digital channels, including the consumer web portal, mobile app, WhatsApp chatbot or IVRS. Such consumers will receive LPG at the applicable market price without subsidy, in 5 kg or 10 kg cylinders, subject to local availability.
The government said consumers were initially asked to complete BAA by June 30, 2026. The deadline was subsequently extended several times, with September 14 being the latest deadline.
Since October 2023, OMCs have undertaken a nationwide outreach campaign to facilitate authentication. More than 12 crore SMS and WhatsApp messages have been sent to consumers, while distributors and delivery personnel have followed up with consumers who were yet to complete the process. Special camps have also been organised at LPG distributorships, high-footfall locations and rural areas.
The government said domestic LPG is sold below cost and the implicit subsidy stood at around Rs 210 per 14.2 kg cylinder in September 2026, compared to Rs 721 per cylinder in June 2026.
To maintain affordability of domestic LPG, the government provided OMCs compensation of Rs 22,000 crore in 2022-23 and is providing Rs 30,000 crore during 2025-26 and 2026-27. According to the government, accumulated under-recoveries of public sector OMCs on domestic LPG exceeded Rs 62,000 crore as of August 31, 2026.
Consumers who have not yet completed BAA have been advised to do so before October 1 through the available authentication channels.
