Cabinet approves Rs 33,660 crore BHAVYA scheme to develop 100 industrial parks

The Union Cabinet, chaired by Prime Minister Narendra Modi, has approved the Bharat Audyogik Vikas Yojna (BHAVYA) with an outlay of ₹33,660 crore to develop 100 plug-and-play industrial parks across the country.

The scheme is aimed at boosting manufacturing, attracting investments and generating large-scale employment, forming a key pillar of India’s vision for a ‘Viksit Bharat’ and Atmanirbhar Bharat.

World-class industrial infrastructure

BHAVYA will focus on developing modern, ready-to-use industrial ecosystems, building on the success of industrial smart cities under the National Industrial Corridor Development Programme (NICDP).

The initiative will be implemented in partnership with states and private players, with parks ranging in size from 100 to 1,000 acres.

Financial assistance of up to ₹1 crore per acre will be provided for core infrastructure such as roads, utilities, drainage and ICT systems; value-added facilities including factory sheds, testing labs and warehousing; and social infrastructure like worker housing and support amenities.

Additional support of up to 25% of project cost will be extended for external connectivity infrastructure.

Push for ease of doing business

A key feature of the scheme is its emphasis on streamlined approvals and single-window clearances, enabling industries to move quickly from planning to production.

With pre-approved land, ready infrastructure and integrated services, BHAVYA aims to significantly reduce entry barriers for investors and improve the ease of doing business.

Project selection will be carried out through a challenge-based mechanism, ensuring that only high-quality, investment-ready proposals are approved.

Sustainable and future-ready parks

The industrial parks will be aligned with PM GatiShakti principles, ensuring seamless multimodal connectivity and efficient logistics.

They will also incorporate green energy solutions; sustainable resource management; and underground utility corridors to enable a no-dig environment.

These features are expected to enhance efficiency, reliability and productivity across industries.

Jobs, investment and regional growth

The government said the scheme will generate significant direct and indirect employment across manufacturing, logistics and services sectors, while catalysing investments nationwide.

By promoting cluster-based development, BHAVYA will encourage co-location of industries, suppliers and service providers, strengthening domestic supply chains and supporting regional industrialisation.

The scheme will benefit MSMEs, startups, large manufacturers and global investors, while also creating opportunities for workers, logistics providers and local communities.

Role of NICDC

The National Industrial Corridor Development Corporation (NICDC), under the Department for Promotion of Industry and Internal Trade, will play a key role in implementing the initiative.

Currently, NICDC is overseeing 20 industrial projects across 13 states, focused on developing world-class smart industrial cities.
