Government launches first-ever survey of incorporated services sector to strengthen data-driven policymaking

The National Statistics Office (NSO), under the Ministry of Statistics and Programme Implementation (MoSPI), has launched the first-ever Annual Survey of Incorporated Services Sector Enterprises (ASISSE), marking a major step towards building a comprehensive database of India’s fast-growing services sector.

The nationwide survey, rolled out from April 2026, will cover incorporated enterprises across all States and Union Territories, with the reference period being the financial year 2024–25. Alongside the survey, the NSO has also released a user-friendly guide titled “Know Your Survey: A User Guide to ASISSE” to enhance awareness and participation.

Strengthening Data on a Key Economic Driver

The services sector, which contributes over half of India’s GDP and employs millions, has been a key driver of the country’s economic transformation. The ASISSE is expected to fill a crucial data gap by generating reliable and detailed information on this dynamic segment of the economy.

The survey will cover a wide range of industries including trade, transport, hospitality, information technology, education, and healthcare. It will focus on corporate entities such as companies registered under the Companies Act and Limited Liability Partnerships.

MoSPI said the initiative is designed to provide key operational and economic indicators that will support evidence-based policymaking and in-depth economic analysis.

Large-Scale Survey Using GST Data

The ASISSE will survey over 1.21 lakh enterprises, making it one of the largest exercises of its kind. The sampling framework is based on the Goods and Services Tax Network (GSTN) database, ensuring wide and representative coverage.

Data collection will be conducted through a secure web-based portal under the provisions of the Collection of Statistics Act, 2008, as amended, ensuring confidentiality and reliability.

Completing the Statistical Framework

With the launch of ASISSE, the government aims to complete a comprehensive statistical framework for the non-agricultural sector. While the Annual Survey of Industries (ASI) captures data on the registered manufacturing sector and the Annual Survey of Unincorporated Sector Enterprises (ASUSE) covers the unincorporated segment, ASISSE will focus on incorporated services enterprises.

Together, these surveys are expected to provide a holistic view of India’s non-agricultural economy, enabling better policy design at both national and state levels.

User Guide to Improve Participation and Transparency

To support the rollout, the NSO has published an explainer document aimed at simplifying the survey process for participants. The guide outlines key concepts, definitions, coverage, and reporting requirements in a clear and structured manner.

It also includes a dedicated section addressing frequently asked questions and common concerns of respondents, with the objective of improving compliance and ensuring high-quality data collection.

MoSPI noted that the initiative aligns with global best practices in statistical communication and reflects the government’s commitment to transparency, user engagement, and strengthening trust in official data systems.
