India calls for inclusive framework, decisive action on UN Security Council reform

India on Tuesday called for decisive action on Security Council reform, championing an inclusive framework that truly represents the dynamic global landscape of today.

Speaking at the 6th round of intergovernmental negotiations on UNSC reform, India’s Permanent Representative to the UN, Ruchira Kamboj, said, ” India is in favour of expansion of UN Security Council membership in both the permanent and non-permanent categories, as we believe that this is the only way to achieve genuine reform of the Security Council and make it legitimate, representative, responsive and effective.”

Kamboj highlighted that India’s position is supported by the majority of UN member states, with over 90% of the written submissions in the 2015 framework document favoring expansion in both categories of membership.

The Indian envoy also said that the current structure of the UNSC is not reflective of contemporary realities and an urgent reform is needed. She rejected the notion that an expansion in permanent seats would be undemocratic, arguing that it is the clear call of the majority of UN members.

“We cannot continue to be hostage to a minority in the intergovernmental negotiations,” Kamboj said, while emphasizing that the subsequent election of new permanent members would be through a two-third majority vote in the UN General Assembly.
