Jammu and Kashmir L-G hails budget session as a symbol of people’s power

Jammu and Kashmir Lt. Governor Manoj Sinha described the ongoing budget session as historically significant, emphasizing that it is the first in seven years to be presented by an elected government in the Union Territory. Addressing the session in the central hall of the J&K Assembly on Monday, he highlighted that this budget symbolizes the power of the people, as it has been prepared by their elected representatives.

“This budget is not just a financial document; it reflects the aspirations of the masses and their hopes for a brighter future,” the Lt. Governor said.

Sinha reiterated the government’s commitment to restoring statehood to Jammu and Kashmir, ensuring continuous engagement with stakeholders to achieve this goal. He also underscored efforts for the dignified rehabilitation of migrant Kashmiri Pandits, saying that transit accommodations are being constructed for their safe return.

“We take immense pride in our composite culture and traditions of harmony. The government remains dedicated to preserving peace and fostering an inclusive society built on mutual respect,” he said.

Economic Growth and Development

Lt. Governor Sinha highlighted notable economic progress in J&K, with growth reflected in infrastructure advancements and socioeconomic improvements. However, he acknowledged challenges such as regional disparities and unemployment, stressing that the government is working towards a more inclusive and balanced development framework.

“Our focus remains on youth, women, and farmers, ensuring a progressive and inclusive economy. Major infrastructure projects, including the Sonamarg Tunnel (Z-Morh) and segments of the Jammu-Srinagar National Highway, have significantly improved connectivity,” he said, adding that efforts are underway to accelerate other key connectivity projects.

Additionally, Sinha said that the government is prioritizing rural connectivity through the Pradhan Mantri Gram Sadak Yojana (PMGSY), bridging the urban-rural divide with all-weather roads to improve access to healthcare, education, and markets. The completion of the Udhampur-Srinagar-Baramulla Rail Link (USBRL) is expected to transform connectivity in the region.

Renewable Energy and Industrial Growth

J&K is leveraging its abundant water resources for hydropower expansion, with key projects such as Pakal Dul, Kiru, Kwar, and Ratle expected to add over 3,000 MW of capacity. The administration is also focusing on solar energy, with plans to solarize government buildings and provide clean energy to over 80,000 households under the PM-Surya Ghar Muft Bijli Yojana, the governor highlighted.

On the industrial front, the new Central Sector Scheme with an outlay of ₹28,400 crore has driven investment, with nearly 1,150 industrial units in various stages of development. The government is expediting infrastructure provision in industrial estates to create a conducive business environment, Sinha said.

Tourism and Handicrafts

The Lt. Governor underscored that J&K’s tourism sector has seen record growth, with initiatives to enhance visitor experiences while promoting sustainable tourism. The government is also ensuring the smooth conduct of the Amarnath Yatra with improved infrastructure and eco-friendly measures.

The handicraft sector remains a vital economic pillar, employing over 4.22 lakh people. Efforts such as GI tagging of traditional crafts and skill training under the Vishwakarma Scheme are bolstering artisans’ livelihoods. The government is also setting up raw material banks for Pashmina and wool to support the textile sector, he said.

Healthcare and Welfare Initiatives

Significant progress has been made in healthcare infrastructure, with AIIMS Jammu and AIIMS Kashmir enhancing medical services. The expansion of critical care facilities, dialysis centers, and telemedicine services is improving healthcare accessibility, the Lt. Governor said.

Under the Ayushman Bharat–SEHAT scheme, over 15.35 lakh free treatments have been provided, saving residents approximately ₹2,765 crore in medical expenses.

“Our focus remains on good governance, digital initiatives, and grievance redressal mechanisms to bridge developmental gaps and enhance accountability,” Sinha said
