The National Highways Authority of India (NHAI) has rolled out comprehensive guidelines to safeguard workers and ensure uninterrupted operations on national highways amid rising temperatures and ongoing heatwave conditions across the country.
The measures, which apply to construction sites, maintenance projects, and toll plazas, mandate contractors, concessionaires, and toll operators to adopt safety protocols aimed at minimizing heat-related risks for workers and commuters.
Under the new guidelines, work schedules will be adjusted to avoid peak heat hours between 12 pm and 4 pm. Labour-intensive activities such as asphalt laying and welding will be carried out during early mornings or late evenings. Workers will be given frequent cooling breaks, with additional precautions during extreme heat alerts.
The authority has also stressed the importance of acclimatization, directing that new or returning workers be gradually introduced to physically demanding tasks over a period of three to five days. Training programmes will be conducted to help workers identify symptoms of heat-related illnesses, including heatstroke, and respond effectively.
To improve on-site conditions, contractors have been instructed to set up shaded rest areas with proper ventilation and ensure uninterrupted access to safe drinking water. First-aid stations will be equipped with essential supplies such as oral rehydration salts (ORS) and glucose, while workers are advised to wear breathable, cotton-based high-visibility safety gear.
Emergency preparedness has also been strengthened, with patrol ambulances to be stocked with ice packs, cold water, and IV fluids. Route Patrolling Units have been directed to increase surveillance to assist highway users facing heat-related distress or vehicle breakdowns due to overheating.
At toll plazas, steps are being taken to reduce staff exposure to extreme heat by introducing rotational shifts and limiting outdoor duties during peak hours from 11 am to 3 pm. Cooling facilities, including air-conditioned rest areas and shaded workspaces, will be provided, along with continuous access to drinking water and hydration supplements.
NHAI officials will conduct weekly inspections to ensure compliance with the guidelines.
The move comes as part of the authority’s broader efforts to protect its workforce while maintaining seamless highway construction and operations during the summer season.
