Parliament is scheduled to resume the second phase of the 2026 Budget Session on Monday, with External Affairs Minister S. Jaishankar set to deliver a statement in the Lok Sabha on the situation in West Asia.
The statement, titled “The Situation in West Asia”, will cover recent developments in the region following the February 28 joint U.S.-Israeli military strikes that resulted in the death of Iran’s Supreme Leader Ayatollah Ali Khamenei, and Iran’s retaliatory missile and drone attacks on U.S. military bases and Israeli targets across the area.
In the Rajya Sabha, Congress MP Randeep Singh Surjewala and CPI MP P. Sandosh have submitted Suspension of Business notices under Rule 267, requesting an immediate debate on the West Asia developments and their potential impact on India.
The session is also expected to address procedural matters early on, including consideration of a no-confidence motion against Lok Sabha Speaker Om Birla. The motion, moved by opposition MPs led by Congress members Mohammad Jawed, K. Suresh and Mallu Ravi and signed by 118 members, raises concerns over the conduct of proceedings in the House, including claims that Leader of the Opposition Rahul Gandhi was not permitted to speak. It will proceed only if the House grants leave.
As per established procedure, Speaker Birla will not preside over any debate related to the motion. In the absence of a Deputy Speaker, the proceedings are likely to be chaired by the senior-most presiding officer, expected to be BJP MP Jagdambika Pal.
The Lok Sabha is set to open with obituary references to deceased parliamentarians, including sitting Meghalaya MP Ricky Andrew J. Syngkon, and former members Kumari Sushila Tririya, Devi Bux Singh, Purnmasi Ram and KP Unnikrishnan.
Rajya Sabha will resume the sitting with obituary references to Mukul Roy, Janardhan Waghmare, and HK Dua.
In the Rajya Sabha, Union Minister Nityanand Rai is expected to table the President’s proclamation revoking President’s rule in Manipur, originally imposed on February 13, 2025, and revoked with effect from February 4, 2026. The Upper House may also take up a discussion on the functioning of the Ministry of Environment, Forest and Climate Change.
The second phase of the Budget Session is scheduled to continue until April 2, during which the government plans to take up essential legislative business and matters related to the Union Budget 2026-27. The full session, which began on January 28 with the President’s address to the joint sitting, includes a total of 30 sittings spread over 65 days.
