Union Commerce and Industry Minister Piyush Goyal on Tuesday reaffirmed the Central Government’s commitment to promoting quality manufacturing and effective implementation of Quality Control Orders (QCOs) to ensure that high-standard products reach consumers across the country.
Addressing the second edition of Udyog Samagam 2025, organised by the Department for Promotion of Industry and Internal Trade (DPIIT), the Minister said that QCOs have not only boosted consumer confidence but also strengthened domestic industries by reducing substandard imports. He cited examples of the toy and plywood sectors, which have witnessed marked improvement following the introduction of QCOs.
Goyal called for strong Centre–State collaboration to drive industrial growth and urged States and Union Territories to create third-party monitoring mechanisms for the effective implementation of industrial incentives. He emphasised that timely disbursal of incentives and simplified regulatory processes would enhance industry confidence and improve the ease of doing business.
Highlighting successful models such as Madhya Pradesh’s initiative of offering ready-built industrial facilities at nominal rates, the Minister said similar efforts across States could generate employment and attract new investment. He also proposed the use of escrow and RBI-linked systems for incentive payments, along with competitive power tariffs and self-certification mechanisms to enhance trust between government and industry.
Reiterating the government’s commitment to sustainability, Goyal urged industries to align their practices with Prime Minister Narendra Modi’s “Zero Effect, Zero Defect” vision. He called on States to promote eco-friendly and responsible manufacturing that balances economic growth with environmental protection.
The Minister also highlighted government initiatives in the fisheries sector under the PM Matsya Sampada Yojana, noting support for cold storage infrastructure and deep-sea vessels through cooperative models. He encouraged States to prioritise innovation, skill development, and women’s participation, adding that new Free Trade Agreements (FTAs) with developed nations would ensure inclusive growth and safeguard domestic interests.
Earlier, DPIIT Secretary Amardeep Singh Bhatia said that the Business Reforms Action Plan (BRAP) 2024 had evolved into one of the most comprehensive reform frameworks globally. The conference also saw participation from Industries and Commerce Ministers from 14 States and Union Territories, along with industry leaders and senior officials.
At the event, States and Union Territories were recognised for their performance under BRAP 2024 across 25 reform areas. Uttarakhand and Punjab emerged as top achievers across five areas, while Andhra Pradesh, West Bengal, Jammu & Kashmir, Kerala, Tamil Nadu, Madhya Pradesh, Telangana, Rajasthan, Jharkhand, and Chhattisgarh were recognised across four areas. Several other States including Maharashtra, Assam, and Gujarat were also awarded for their performance in business reforms.
The BRAP 2024 assessment, covering 434 reform points, was supported by one of the largest national feedback exercises, involving over 5.8 lakh businesses and more than 1.3 lakh detailed interviews.
