PM Modi and Singapore’s PM Lawrence Wong identify six key pillars for bilateral cooperation

Prime Minister Narendra Modi and his Singaporean counterpart, Prime Minister Lawrence Wong, outlined a framework for enhancing bilateral cooperation, focusing on six key pillars: sustainability, digitalisation, skills development, healthcare, advanced manufacturing, and connectivity.

During PM Modi’s official visit to Singapore on September 4-5, 2024—his fifth visit to the country—both leaders expressed their appreciation for the efforts made by their respective ministers in shaping the framework. They also welcomed the outcomes of the second meeting of the India-Singapore Ministerial Roundtable (ISMR), held last month in Singapore. The ISMR, they noted, has been pivotal in fostering open dialogue and setting a new agenda for the India-Singapore partnership.

Sustainability and Green Initiatives

In the area of sustainability, both leaders highlighted the potential for increased collaboration on Green Hydrogen and Green Ammonia, welcoming the partnership between Indian and Singaporean companies in this field. They tasked their teams with advancing cooperation under Article 6.2 of the Paris Agreement and acknowledged Singapore’s participation in India’s initiatives, such as the International Solar Alliance and the Global Biofuels Alliance.

PM Wong also expressed appreciation for India’s decision to exempt non-Basmati white rice exports to Singapore, with PM Modi reaffirming India’s support for Singapore’s food security efforts.

Digitalisation and Emerging Technologies

The leaders commended the digital collaboration between the two nations, particularly the success of the UPI-PayNow Linkage, ONDC-Proxtera Connectivity, and the Trade Trust initiative. They agreed to deepen cooperation in the digital space, including cross-border data flows, cybersecurity, and the interoperability of digital systems. They also initiated discussions on establishing a bilateral Cyber Policy Dialogue and looked forward to the renewal of the MoU on Cybersecurity Cooperation.

Both sides explored opportunities in critical and emerging technologies, aiming to strengthen their positions in the digital economy.

Skills Development and Healthcare

Under the pillar of skills development, PM Modi and PM Wong welcomed the signing of an MoU on educational cooperation and skills certification. They also noted the progress made in establishing five skills centers in India, where Singaporean institutions have played a consultative role.

In healthcare, both leaders affirmed their commitment to strengthening collaboration in medical education, research, and human resource development. They called for the swift conclusion of the proposed MoU on Nursing Talent Skills Cooperation between the Government of Assam and Singapore India Partnership Office.

Advanced Manufacturing and Connectivity

Recognising the importance of advanced manufacturing, particularly in semiconductor supply chains, the leaders welcomed the signing of the India-Singapore Semiconductor Ecosystem Partnership.

Both Prime Ministers also discussed enhancing maritime and aviation cooperation, including green shipping and Maintenance, Repair, and Overhaul (MRO) services. Singapore’s investments in India’s civil aviation sector were encouraged, with hopes for improved air connectivity between the two nations.

Broader Cooperation

The leaders reaffirmed their commitment to strengthening trade, investment, defence cooperation, and cultural exchanges. They also expressed satisfaction with the progress made in various sectors, including political, economic, and people-to-people ties.

PM Modi also met Singapore’s Senior Minister Lee Hsien Loong and Emeritus Senior Minister Goh Chok Tong, as well as leading CEOs from Singaporean companies.

As India and Singapore approach the 60th anniversary of their diplomatic relations next year, both leaders agreed to elevate their relationship to a “Comprehensive Strategic Partnership,” signalling a new era of deeper cooperation.
