Credit ratings key to benchmarking CPSE creditworthiness, securing competitive funding: DPE

The Department of Public Enterprises (DPE), Ministry of Finance, in collaboration with the Standing Conference of Public Enterprises (SCOPE), organised an interactive workshop with leading international and domestic credit rating agencies for Maharatna and Navratna Central Public Sector Enterprises (CPSEs) in New Delhi on Wednesday.

The half-day workshop was organised as part of DPE’s ongoing capacity-building initiatives for CPSE management and focused on strengthening the ability of public sector enterprises to access domestic and global debt markets.

Addressing the workshop, Secretary, DPE, K. Moses Chalai highlighted the robust operational performance of CPSEs and their important contribution to India’s economic growth.

He also underlined the opportunities and challenges facing CPSEs and emphasised the need to make credit rating processes more transparent, efficient and aligned with the Indian context.

Joint Secretary, DPE, Dr Vasundhara Upmanyu said credit rating agencies provide objective and independent assessments of financial strength, risk and credibility. She stressed the importance of sustained dialogue between CPSEs and credit assessors.

Earlier, Director General, SCOPE, Dr Atul Sobti welcomed the dignitaries and delegates.

Technical presentations on rating methodologies, risk pricing and debt-market dynamics were delivered by CareEdge Global IFSC Limited, CARE Ratings Limited, CRISIL Ratings Limited, ICRA Ratings Limited and Infomerics Valuation and Rating Limited.

The workshop also featured interactive sessions between credit rating agencies and CPSE leadership on areas including transparent disclosures and capital structure optimisation.

The Department of Public Enterprises said credit rating agencies play an important role in enhancing financial market transparency by assessing credit risk, supporting regulatory compliance, providing investors with information and helping borrowing entities access funds at competitive rates.

The workshop was attended by more than 80 senior finance executives, including Directors (Finance), Executive Directors and General Managers from Maharatna and Navratna CPSEs.
