ECI holds virtual meeting for Phase 2 polls; directs observers to ensure smooth, free and fair polling

The Election Commission of India held a virtual meeting on Thursday with more than 250 observers appointed for the upcoming Phase 2 polling, scheduled on 26th April. This meeting, chaired by Chief Election Commissioner Rajiv Kumar, emphasized the importance of ensuring a smooth, free, and fair electoral process across 88 parliamentary constituencies spanning 12 states and union territories.

One of the primary directives issued during the conference was to guarantee that all polling stations are equipped with essential amenities. This includes measures to combat the rising heat, as well as maintaining a conducive environment for the electoral process.

The ECI stressed the need for observers to maintain strict vigilance to prevent any inducements or irregularities close to the voting process during Phase 2. They were also instructed to ensure optimal utilization of forces, uphold law and order, and maintain a neutral stance, avoiding any favoritism towards political parties or candidates.

Key directives for Central Observers include:

– Ensuring preparedness for polling well in advance in all constituencies to provide a level playing field for all stakeholders.
– Remaining physically available within the allotted Parliamentary Constituency throughout the election process.
– Widely publishing contact details for accessibility by candidates and political parties.
– Randomization of force deployment and EVM/VVPAT arrangements.
– Facilitating home voting for vulnerable groups and ensuring smooth postal ballot processes.
– Supplying Electoral Rolls to political parties and contesting candidates.
– Ensuring fair Vulnerability Mapping and transportation plans.
– Deploying Micro Observers and overseeing security at EVM Strong Rooms.
– Maintaining robust complaint redressal mechanisms and integrated Control Rooms.
– Utilizing IT applications effectively and training election staff accordingly.
– Ensuring proper training for polling personnel and visiting polling stations to oversee facilities.
– Setting up Voter Assistance Booths and special facilitation for diverse voter groups.
– Facilitating voter amenities like drinking water and proper seating arrangements.
– Monitoring activities to curb illegal practices such as cash distribution, fake news, and misinformation.
– Coordinating with Media Certification and Monitoring Committees for political advertisement regulation.
