The Ministry of Cooperation has mandated the Multi-State Co-operative Societies (Auditor’s Report) Order, 2026 (MSCARO, 2026), to strengthen financial discipline, accountability and regulatory oversight in Multi-State Cooperative Societies (MSCS). Modelled on the Companies (Auditor’s Report) Order applicable to the corporate sector, the framework introduces standardized, risk-based audit reporting and phased implementation, with the initial phase covering larger societies crossing the prescribed ₹1,000 crore threshold.

Uniform Audit Standards to Strengthen Regulatory Oversight

The Multi-State Co-operative Societies (Amendment) Act, 2023, empowered the Central Government under Section 73(6) to prescribe auditing and accounting standards for Multi-State Cooperative Societies. In pursuance of this provision, the Ministry of Cooperation has formulated MSCARO, 2026, based on inputs from the Reserve Bank of India (RBI), the Institute of Chartered Accountants of India (ICAI), the Comptroller and Auditor General of India (CAG), and Multi-State Cooperative Societies, according to a press release by the Ministry of Cooperation.

Under the framework, auditors will be required to report on key financial, administrative, governance, and statutory compliance parameters in a standardized format, including clear Yes/No responses supported by relevant remarks. This is expected to improve consistency in audit reporting, facilitate the identification of irregularities, and strengthen regulatory scrutiny.

Recognizing the need to provide cooperative institutions sufficient time to upgrade their internal systems and processes, the Ministry has adopted a phased implementation approach. The long-term objective is to extend the framework to societies crossing the prescribed threshold of ₹50 crore in relevant financial parameters, while the initial phase will cover larger societies crossing the ₹1,000 crore threshold.

Risk-Based Supervision to Enable Timely Regulatory Action

A key feature of MSCARO, 2026, is risk-based regulatory supervision, enabling the Central Registrar of Cooperative Societies (CRCS) to identify societies facing higher financial or governance risks based on audit observations. This will help prioritize inspections, inquiries, and regulatory interventions, improve the effectiveness of supervision, and facilitate timely corrective action.

Early Detection of Financial Stress

The framework seeks to facilitate the early identification of financial vulnerabilities through systematic reporting on non-performing assets (NPAs), overdue loans, liquidity positions, deposits, advances, repayment defaults and borrowings. These disclosures will help regulators detect emerging financial stress and enable timely remedial measures before such concerns escalate into more serious financial or operational problems.

Stronger Safeguards for Members’ Funds and Interests

MSCARO, 2026, also aims to strengthen the protection of members’ funds and financial interests through independent verification of investments, fund utilization, share capital, membership records and relevant statutory approvals. Greater scrutiny of financial transactions and the deployment of cooperative resources is expected to reinforce financial integrity, improve accountability and enhance members’ confidence in cooperative institutions.

Governance Reforms to Promote Accountability

To strengthen institutional governance, the Order provides for regular scrutiny of the composition of Boards of Directors, directors’ eligibility and disqualification, the conduct of Annual General Meetings and Board meetings, and the constitution and functioning of statutory committees. It also covers compliance relating to related-party transactions.
These provisions are intended to promote transparent decision-making, democratic functioning and adherence to statutory requirements across Multi-State Cooperative Societies.

Technology-Enabled Monitoring Through the CRCS Portal

The framework envisages integrating standardized audit information with the CRCS Portal to strengthen technology-enabled regulatory oversight. This could facilitate automated scrutiny, regulatory dashboards, risk scoring and artificial intelligence-based analytics, enabling more efficient monitoring, identification of compliance gaps and evidence-based regulatory interventions.

Cybersecurity and Anti-Money Laundering Compliance

The Order also provides for audit-level verification of cybersecurity and anti-money laundering compliance, wherever applicable. This includes examining cybersecurity safeguards, the reporting of suspicious transactions, customer identification requirements, and compliance concerning the appointment of Designated Directors and Principal Officers under the Prevention of Money Laundering Act (PMLA).

These measures are intended to strengthen institutional safeguards against financial irregularities, cyber risks and other compliance-related vulnerabilities.
