The Ministry of Labour and Employment has notified the constitution of National Social Security Boards for unorganised workers and gig and platform workers under the Code on Social Security, bringing these categories of workers within a statutory framework for welfare planning and monitoring.
The boards will recommend suitable social security schemes to the Central government and monitor centrally administered welfare schemes for workers in these sectors.
Chaired by Union Minister of Labour and Employment Dr, Mansukh Mandaviya, the boards will include representatives of the Central and state governments, aggregator companies, employers, civil society organisations, workers’ unions, and gig and platform workers’ associations.
According to the ministry, the move aims to address gaps in social security coverage for traditional unorganised workers as well as those working through digital platforms.
The boards will meet at least three times a year and follow procedures prescribed by the Central government for conducting their business.
Their responsibilities include advising the government on matters referred to them concerning the administration of the Code, reviewing record-keeping functions at the state level, and examining expenditure from the fund and accounts.
They will also undertake other functions assigned by the Central government from time to time.
